[ScryMUD] Hegemon: source code move.

For those of you that don't regularly read the commit logs, Hegemon has moved
from the ScryMUD source repository into it's own repository.

You can obtain the "current" Hegemon sources with one of the following two
commands:

svn co http://www.wanfear.com/svn/hegemon/trunk hegemon
svn co https://www.wanfear.com/svn/hegemon/trunk hegemon

I recommend developers use the https link if at all possible.

In addition to the move the (under win32) Hegemon/ hegemon/ name collision has
been resolved.
