[ScryMUD] New Policy: Player File Retention

I'm starting a new player file retention policy in the near future. This is
due to the fact that we currently have some 3,000 player files, many of which
have not been touched in several years.

* Players who are level 1 and have not logged in within 30 days will be
  removed.

* Players who are level 10 or less and have not logged in within 2 years will
  be removed.

* Remorts are exempt from being removed.
