Log Message:
SKILLS_SPELLS now has an extra field at the end of each entry. This field
can be left blank for the old behavior. If there are entries, they should
be space seperated numeric values corresponding to the classes you wish to
_ALLOW_ access to the given skill/spell. Think that makes sense ;)
