identify gives spell number on staffs...should give number of charges instead

Updated do_lore() to show Charge Count.

Updated out_spell_list() to behave differntly whether called by do_lore() or
do_ostat() in regards to whether the Spell Level is displayed or not. New
behavior hides spell level from do_lore() and behavior for do_ostat() is
unchanged. This was implemented with a TRUE/FALSE toggle.
